The Justice League are the subject of a congressional inquiry, but when the representative who was openly critical of them is murdered publicly by a maniac disguised as Batman, looks like they have some other troubles on their hands. Meanwhile Nightwing trains in some snowy woods with a virtual Bruce Wayne. Before he transports back to the Watchtower, Dick Grayson airs his grievances with the general public.

In the ocean off the coast of China, Aquaman, Superman, and Cyborg respond to a stalled American submarine. Batman tells them not to touch it. As it's in Chinese territory, it has to be done through diplomatic state channels - a fact that unnerves the former king of Atlantis. He ignores the warning and prepares to handle it himself.

Back in the Watchtower, Bruce and Wonder Woman debate the old Justice League vs A Country's Sovereignty debate. But in the sea, Aquaman tows the submarine into international waters while the confused crew destroys data and ponders self destruction. They all think when Simon just phases through the sub to talk with the crew. Taken by surprise, they shoot at him, later chiding him for sticking his superhero nose in United States business.

They go back to the surface and discover the Germans responding to complete the sub's towing. Aquaman is of course all pissed off about the environmental impact while they debate and basically break for lunch. The issue wraps with Cyborg getting a ping on the copycat's location. Batman dresses and takes off solo. But in the St Louis bar, he's incapacitated by the ultrasonic Black Canary song. Turns out it was Simon Baz who was dressed as him when he's fried by the fake Batman. What happens next? We'll have to wait as this issue is left to be continued.

This series with Priest in command is slowly becoming my favorite and here's why. First of all, he puts superheroes in real world situations. The League's image is under attack. So to put them through legal challenges, similar to how Charles Soule is doing with Daredevil lately, it's just genius. Not to mention having to deal with it at the same time as a copycat killer lurks in the distance. I'm hooked. Can't wait to see what else they have up their sleeve. I give this one a 10/10.
